Section 21 StVZO regulates the type approval for individual vehicles. Full reports are mandatory for vehicles that have been out of service for more than 7 years and for which none of the following documents are available for re-registration:

• Data confirmation
• Certificate of individual approval
• EC certificate of conformity

A full certificate is also required for vehicles imported into Germany from abroad. This does not apply to new or used vehicles with an EEC type approval and an EC declaration of conformity. A full certificate is always required for individually imported vehicles from non-EC countries (e.g. USA/Canada).
