If a vehicle is found to be non-compliant with the Vehicle Registration Ordinance (FZV) or the Road Traffic Licensing Regulations (StVZO), the licensing authority can set the owner or keeper a reasonable deadline to rectify the defects or restrict or prohibit the operation of the vehicle on public roads.

If there is reason to believe that a vehicle does not comply with the regulations, the licensing authority may order that proof of compliance with the regulations or an expert opinion, e.g. from a TÜV SÜD test engineer, must be presented.
